African Dictators, Sons, and Daughters: Rwandan Dictator Paul Kagame Promotes His Daughter and Readies the Military

Rwanda’s long time ruling dictator General Paul Kagame has made another step on the path to his succession, preparing the heir to the throne. This time, he appointed his 29-years-old daughter Ms Ange Kagame to a high government position within the presidency, upgraded the position of his son in the military, and  reinforced the faction within the military that supports his succession plan.  The changes have widely raised concerns among the independent observers of the situation in Rwanda,  but also within the Rwandan ruling elite and the military. 

Ms Ange Kagame was appointed the Deputy Executive Director, Strategy and Policy Council in the Office of the President. Despite being promoted, Ms Ange Kagame may not be the immediate successor of Paul Kagame.  In fact, as  AfroAmerica Network has been reporting,  sources within the Rwandan Defense Forces and the Directorate of Military Intelligence have  continued to provide enough detailed  information to  AfroAmerica Network sources in Kigali, Rwanda that ,given the geopolitical situation in the region and the concerns regarding the condemnations by the international community, Paul Kagame  and Yoweri Museveni have agreed on a strategy for their replacement, including designating a new, though  controversial, asset who will replace  Paul Kagame, instead of his daughter, Mrs. Ange Kagame, as planned before (see here: Africa - Uganda - Rwanda: Ugandan and Rwandan Longterm Leaders, Yoweri Museveni and Paul Kagame, Preparing their Son and Daughter for Power Inheritance.).

Changes with Increasingly Divided Military Leaders 

According to AfroAmerica Network sources within the Rwandan military, the hold onto power and the plan for succession have created major divisions within the ruling elite and the military, with increasing prospects of military coups. To prepare for the  potential military coups, Rwandan dictator General  Paul Kagame has launched a major shakeup of the country's military, before promoting his daughter, Ms Ange Kagame.  The shakeup focused on a series of firing and dismissals, and a reshuffle of the military leadership, including the appointment of new leaders, including the  defense minister, an army chief,  and a head of internal security. 
Among those promoted are the perceived supporters of the succession plan and who have been working closely with the wife of Paul Kagame, Ms Janet Nyiramongi and, like he,r lived in Burundi, before joining the Rwandan Patriotic Army (RPA) rebel group, now ruling Rwanda. These  include  Brig Gen Vincent Nyakarundi, aka, "Nyagatindi" or the "Miserable",  recently awarded the coveted position of Chief of Defense Intelligence in charge of Defence Intelligence Department (DID),  Gen  Mubarak Muganga and  General Jean Bosco Kazura (see Rwanda: Facing Risks of a Military Coup, Rwanda's Paul Kagame Purges Rwandan Defense Forces Military Leadership ).

Meanwhile, among the dismissed military officers, some have already disappeared. 

The military leaders who came from Uganda and had prominent roles within RPA have mostly become irrelevant. These include General James Kabarebe, former Defense Minister and then the Security advisor to Paul Kagame, who has become irrelevant and is expected to retire or to be sent outside the country on insignificant diplomatic missions. They are also suspected of siding with some leaders of the opposition groups composed or led by former officers within Rwandan Patriotic Army (RPA).

Building a Legacy of Another African Dictator.

Paul Kagame has been a de facto  ruler of Rwanda for close to 30 years, after seizing power in the Rwandan civil war in July 1994, as the leader of the RPA  rebellion. He has since ruled Rwanda and terrorized the African Great Lakes Region through wars, massacres, terror, repression, kleptocracy, and  human tragedies. He has also changed the constitution he himself enacted, on several occasions, to remain into power for as long as he wants,  while projecting the image of  following a legal process. The latest changes in the constitution has provisions that allow him to rule until 2034.

Paul Kagame's Son and Daughter: Legacy of Kleptocrat Dictators, Sons, and Daughters in Africa.

Several African dictators have behaved like  Paul Kagame and have changed the constitutions of their countries to remain in power, while grooming their sons or daughters  to replace them, when they become incapacitated or just in case. These sons and daughters have been protected  by widespread corruption, kleptocracy, divisions, and repressions.

Uganda's Yoweri Museveni and Rwanda's Paul Kagame are two of the African dictators who have been holding on to power the longest.  Despite their brutal and bloody rules, the two dictators have held onto power mostly through repression, kidnappings,  killings, and disappearances of real or supposed political opponents, journalists, and activists.  AfroAmerica Network has been reporting on the scenarios secretely investigated or explored by their closest advisers and family members.  In the pursuit of the strategy, the two key leaders have been  ahead in the preparation of the plan of actions.  Anticipating chaos after their departure, the top priority for the two leaders has been the preparation of their succession to the throne by their son and daughter. 

Paul Kagame has selected his controversial son, 2nd Lt. Ian Kagame, who recently  graduated from  Royal Military Academy Sandhurst  in United Kingdom. Yoweri Museveni has maintained his son, Lt. Gen. Muhoozi Kainerugaba, who also graduated from Royal Military Academy Sandhurst in 2000, as his designated heir to the throne. 

 Since his graduation, Lt Ian Kagame has been promoted to a high position within the military, with a leading role in the presidential guards brigade.
Meanwhile, to make sure that financial resources and key businesses are aligned with the succession, Paul Kagame's  eldest son, Ivan C. Kagame,  remains among among the leaders of the  Rwanda Development Board (RDB), where he was, then 30-years old, appointed in 2020.  Ivan C. Kagame has been linked to  several  questionable businesses and deals in the United States. In 2021, he was linked to mansions worth almost $9 million, in Scarsdale, New York and Beverly Hills, CA.
